Why is my computer lagging?

if you formatted the hdd you should have got rid of keylogger software. use your isp disk to reinstall your modem or manufacturers software. also i know this is obvious but try defrag the hdd too. and check the devices section in control panel to see if there are warnings or conflicts against any of your devices.
